What's Working

Martyr declaration (45 recognized), ambassador recall (11 countries), and voter registration (837,094 new voters) show the government can deliver when actions are within executive authority and don't require parliament.

The Biggest Blocker

The dissolved parliament is the single largest barrier. At least 11 decisions require legislative action (election reform, constitutional amendment, digital freedom laws) that cannot proceed without a functioning legislature.

What's Not Moving

One decision has seen zero government action: the Agreement Implementation mechanism (Provision 10). Five decisions are fully blocked with critical barriers and no progress.

Political Resistance

Major parties (CPN-UML, Nepali Congress) are actively non-cooperative: refusing to give testimony to the Inquiry Commission, filing court challenges against interim government decisions, and electing party leaders to third terms despite proposed term limits.

What to Watch Next

  • House of Representatives election scheduled for March 5, 2026 — will the new parliament take up the stalled reforms?
  • Judicial Inquiry Commission report — travel restrictions on former PM and Home Minister in effect; testimony collection ongoing
  • Constitutional Amendment Suggestion Commission — announced but not yet formed; will it happen before the election?
  • Human verification of all 28 scores — currently 0 of 28 verified; expect Phase 1 (7 decisions) within 2–3 weeks
